I tried to document the sprinkler tech Sunday. Hopefully this is enough to show the county that 1) Co$ is wasting precious California water, 2) they are using their sprinklers solely to assault protesters in an attempt to drive them away, and 3) there is NO PLACE TO PROTEST unless you want to get wet, get run over, or get arrested for trespassing. Nice choices, huh?

They're bypassing local officials and sending the evidence directly to those in charge at the water authority I believe. There was some kind of request in the area to report all offenders wasting water, but I forget who issued it.

So if the church is arguing that the road is so dangerous why are they making it more dangerous by allowing cars to drive through a wet road?

Wow. In my town with the water restrictions (not even in CA), that's a $1000 fine for sprinklers spraying into the street.
I'd get the water enforcement number for the next protest and give them a call when Gold turns on the sprinklers.

The do have a 1.5 million gallon tank, fed by artesian wells.
I wonder if that tank/well does run out in late summers and they have to use city water.
If that's the case, we have a case for their waste.

Take a sample of the water. I assume it is easy enough to tell if it is city water with added chlorine etc. or their own. It wouldn't be any good for a legal challenge as someone could just say you got it out of a tap, but it should point the way.

It's unlikely they have city water. However, any wells they have feed off the local water table and are *also* subject to water restrictions.

Exactly. I heard of someone getting busted in my state for using their rain barrel water during watering restriction times. Stupid, but it supposedly happened.

Eastern Municipal Water District has an ordinance 72.24, in force from 1 March 2009, forbidding sprinkler use between 9am and 6pm. Specifically:
c. Irrigate landscape only between 9:00 p.m. and 6:00 a.m. This provision does not apply when:
i. manually watering during the establishment period of a new landscape;
ii. temperatures are predicted to fall below freezing;
iii. for very short periods of time for the express purpose of adjusting or repairing an irrigation system.
The penalty for commerical customers is not much at all in financial terms, but maybe the bad PR from deliberately flouting the regulations will be expensive:
a. For multi-family, commercial, institutional, industrial, agricultural and landscape accounts:
i. For the first violation, the District shall issue a written notice of fact of such violation to the customer.
ii. For a second violation within twelve months from the first notice of violation, the District shall issue a final written notice of the fact of such violation to the customer.
iii. For a third violation within twelve months from the first notice of violation, a surcharge in the amount of $100 shall be added to the customer’s water bill.
iv. For a fourth violation within twelve months from the first notice of violation, a surcharge in the amount of $200 shall be added to the customer’s water bill.
v. For a fifth and any subsequent violation within twelve months from the first notice of violation, a surcharge of $300 shall be added to the customer’s
water bill.
