That does not make total sense. If you convince someone to steal and to turn the whole booty to you, can't he be charged?

Maybe it was all he could come up with! Maybe it means there was no way in hell they didn't defraud people, but unless he could find a justification for dropping the charges then his dog would be killed or career ruined or whatever juicy stuff they found on him.

This is all speculation, of course.
