Uplines.. OSA HQ.. If the danger of a raid was imminent they'd shred it all.
My experince with it is decades old of course.. But at the Guardian's Office EU we had frequent 'raid drills'.. With a gang of our own people acting as police.. Some staff would argue and delay the 'police' any which way, while all of us grabbed any 'sensitive' docs and despatches and shredded 'em. We had a couple of shredding machines for the purpose, placed far back in the org where we reckoned we could keep the police away from the longest.
To do this any and all 'sensitive' docs and despatches were at all times marked and kept separate, so as to be easy to find in case of a raid...
We used a system of 'routing slips' on despatches. This was a little piece of paper with the 'routing' on it. Ie. The from (somebody) to (somebody).. This little piece of paper was then stabled to the despatch, so that noone could see who sendt it or to whom... These little routing slips was quickly torn off all despatches during a raid..
The routing slips was removed even during a drill. In seconds the floors of the GOEU was littered with routing slips.
In this case, where the suicide happened in 2006.. Well, OSA would have deemed the docs 'hypersensitive' same day back then. Anticipated a police investigation and prepared for it. Removal of evidence to someplace safe, shore stories and drilling of same.. Even 'removal' of people! - Staffers who had anything to do with it may have been assigned a post clear on the other side of the planet.
