The photos from Flag appear to have been taken some time ago (2004 + 2005 according to notes), so I’m guessing that many of these people will have left staff by now.
As for looking happy – well, recalling how I felt when I first joined the SO, I’m not surprised. I had a purpose and believed that I was part of the most able group on the planet and that we were going to change the Universe. It was very exciting.
But then reality came crashing in. A couple of years of having no money and living in cramped conditions without any prospect of things improving can be pretty soul destroying.

Getting photographed is evidence to the mind that someone recognizes your existence as someone valuable enough to spend time photoing. That has to be a change from the day to day routine of the Sea Org...

I'd say that these are photos from an OOT most likely from LATAM.
You can tell from the interiors and some of the exteriors that they are in one of the 3 motels where the OOTs stay. Most of the shots appear to be in and around the Clipper motel which is the largest and the worst of the motels as most of the rooms have 6 beds, a tiny wardrobe and an even smaller bathroom.
Other locations include:
The inside of the CB where all of the meals are eaten.
Exterior of the Fort Harrison.
The auditorium of the Fort Harrison during an event. Most likely the Christmas banquet as that is the only time they would have dining in there. I went to that and it was sensational especially after coming off the regular meals. You pay $50 a head or something similar, well worth it.
THe bowling photos are either of a libs day or possibly a day at the mall for xmas shopping. I can't remember if we got a whole day (doubtful) or half a day where they took us all to a mall to let us do xmas shopping.
