I have a friend who's still in who's trying to get OK to sue a "Scientologist" who's not been on service in over a decade. The guy he wants to sue is still on friendly terms with some execs at the org, and getting local action to get the guy to pay my friend the money owed has not been fruitful.

So he CSW's the IJC. The CSW never GETS to the IJC. It gets bounced by the IJC's communicator who wants my friend to continue trying with the local terminals who've displayed no interest. So since there's no IJC reply (a reply from the communicator doesn't seem to count) the issue has been stalled for a year.
