If you had evidence that a young girl was burnt by anyone with a cigarette, it was your responsibility to report it to the proper authorities at the time. By today's standards of justice, if that was a minor, and you knew about abuse and did not report, you could be prosecuted. Or maybe you mean "young woman" when you say young girl.
