Considering the Black crime statistics and other statistics, this is rather ironic.

I can't really speculate about what NOI leaders believe of what they say and what they hope to gain from this joint venture, be it PR and religious cloaking, prestige, or ultimately CoS' assets, but I am certain that out of all the groups that Miscavige could have approached, he picked NOI for exactly one reason: because they're Black, which in his eyes (and not quite incorrectly) makes it harder to criticize them, as an abusive and controlling "religious" group and criminal street gang. That it is (nominally) a Muslim sect, may, too, have played a role for him to work together, as the same kind of either self-imposed or meekly accepted censorship goes on regarding islam. But the only thing censorship really ever achieves, is that you can't talk openly about the true source of problems.
