They are admitting Bridge starts include OTC members. You are supposed to be an OT to be on the OT Committee so my interpretation of what they are really saying is people who have already exceeded the delivery level of the org are doing lower Bridge actions to push the stats or more likely just to keep the few non-OTC selectees and public doing services company so they don't think about why there isn't anybody else there.

I would expect this in a collapsed Mission operating out of a chiropractor's back office but it looks really bad for an Ideal Org.
